States where Pepper Sprays are Restricted: New York: Residents may only purchase defense sprays from licensed Firearms Dealers or licensed Pharmacists in that state. Massachusetts: Residents may only purchase defense sprays from licensed Firearms Dealers in that state. Michigan: Pepper spray must not be more than 10% and can be used for self defense. Wisconsin: Tear gas is not permissible. By regulation pepper sprays with the following conditions are permissible: Maximum OC concentration of 10%, weight of 15-60 grams (1/2 oz to 2 oz), and effective range not over 20 feet.
