Teaming up with the beautiful journalist Elizabeth Wintern, Tom uncovers that the man is part of a syndicate creating disasters for profit. With the syndicate's agents closing in, and his own son's life on the line, Tom races through the streets of New York trying to avert the next great catastrophe.
