The double cut is for filing flat surfaces and for rough sharpening of edges on spades and hoes. The single cut is for fine filing of flat surfaces and for fine sharpening of tools and implements. This file has parallel edges with one being uncut. One side is double cut bastard and the other side is single cut bastard.
