You may need to display Velcro-backed modular patches, such as the new Hazard 4(R) i.d. window but are not carrying a pack, bag, or uniform that has loop-Velcro panels. Use Badger(TM) instead. It's a loop-Velcro panel that can be clipped anywhere and displayed in a variety of ways. It has a neck-lanyard but it can also be worn on a belt, or woven into molle on modular packs/bags. There is even a basic card-organizer on the other side with a pen-loop.
