SharePoint is made up of content. All content can essentially be accessed through URL links. Therefore it very common for SharePoint pages to contain links to various content within the overall farm, site collection, or sub-site.

This can be easily done by using Links Lists and adding them to home and welcome pag-es. However, to keep things lightweight and to conserve page real estate, and easy pop-out menu of links can be achieved with some simple HTML, CSS, and jQuery/Javascript.
