In Submit By Treaty, the Empress has ordered the surrender of all human prisoners of war and charged Qui Commander Meseri with reuniting Lieutenant Zeus Windsor with his team of POWs. Meseri is a winged, angelic lizard who shapeshifts into a gorgeous human female with intoxicating pheromones that can transform torture into exquisite delight, but her Qui form bears an alarming similarity to the winged lizards who tortured and experimented on Zeus.
