Q: can these be used outside on Motorcyle and be waterproof?
A: With proper precautions to waterproof them, sure. For mine I put the lighter plug into a small zip-lock bag and close it, then position it so water (rain, dew, etc) cannot get in. So far it's worked well.

A: Yes, just unscrew the top peace and the fuse is located inder the power contact
