1: It'd be better to keep the printer power-on if you often use it, as printers will run the printhead cleaning automatically when reset, which will waste ink.

2: But if the machine isn't used frequently, then you can turn it off. Just need to switch on the power weekly, which will protect the printhead from clogging.
