How big is the belt for the driver?
Length is adjustable. It should fit most common hip sizes.

I need something like this for horseback riding for my 2 year old, will it work with her in front?
Yes it should work with her in front of you...that's how we usually ride with my two year old on the 4 wheeler...the only thing I would be worried about would be if you were trotting it might a little loose depending on the size of your daughter.

Can you define custom hip sizes, also sizing for kids?
I believe that should read, common hip sizes. I have a 2 year old granddaughter that rides in front of me on horseback, it fits her well because it is adjustable, it also fits me well for the same reason, and there is plenty of room for adjustment, 3 adults have used this with my granddaughter, it works great! Will it go around "larger adults?"
I'm 180lb male with a 44" chest, there is still about 14" left of the strap before it's maxed out.
