1 Make sure ribbon is tied directly to middle of pre cut pom pom and unfold. Fan out tissue paper on one side then on 2nd side.
2 Start by gently pulling each side of tissue from center to outer of pom pom, separate the layers of tissue towards the end of pom pom.
3 Re peat steps 1 and 2 and remember pull tissue GENTLY after pulling out all tissue. You can now fluff out Pom Pom evenly to create round beautiful flower.
