3 dim bulbs are UV and IR bulbs, they are not as bright as red blue bulbs, but they are under perfect working status, DO NOT regard them as fail bulbs.

Recommend distance and power on time

Set the grow lights about 7" to 10" far away from your plants, then it won't burn leaves. Please do not forget to water plants more frequent than not use this lamp. Turn on the lights 10-14 hours per day, DO NOT make your plants in photosynthetic all the time, they need rest too.
