Instructions:

• Fill the balloon with helium or air. (Helium tanks can be found at local party stores and many general retailers like Walmart, and Target.
• Knot and attach to ribbon (not included).
• Rub the inflated balloon against hair, clothing, or carpet while turning the balloon around evenly to create static. The static helps the confetti stick to the balloon.
