The Brass inserts are used for touring bikes with Batwing fairings starting from 1996, part #16585-96. Since 1996 when they started making them the factory inserts have been giving biker's trouble by coming loose or spinning,
which will not hold the windshield and fairing screws tight. The factory pressed-in inserts pulling out or spinning is not an uncommon occurrence.
