What does the brightness of LED Lights depend on?

The brightness depends on power, not by the led quantities. 

So the more LEDs, the brighter the light, that's the wrong idea.

Note:

1.Please install the led solar lights outdoor face south and make sure the solar panel can get the sunlight directly without any shelter or glass. 

2.For optimum battery performance, please allow the batteries to full charge for 2 or 3 sunny days before turning the lights on for the first time.

Tips:

In winter, the solar motion light is not able to be fully charged for the lack of light. 

So it's normal if the solar light is not bright enough and illumination time is short. light time depends on how much it is charged during the daytime.
