Q:Do they need to be grounded out or are they just like an inline switch?
A:The brass connector is the ground and the other two are positive and neutral and it wont matter how they are connected.
Q: Is the voltage of 12V-24V normal working voltage?
A: Yes, the item works normally under the voltage of 12V-24V, and the LED light is on.
