This episode reveals more about how the owner of Caribbean Tours, Percy Maxwell, is involved with Paradise Island. Fronting as a modeling agency, he solicits young women to provide to a sex slavery cartel. He recently signed a young blonde model who is all alone in the world, and unlikely to be missed when she disappears.

Slipping a sedative and an aphrodisiac into her drink, he and one of his employees test her sexual and emotional suitability for the trade. Once he has broken her in sexually, he offers to sell her to Captain Knightley, his lead contact from Paradise Island. Captain Knightley flies his plane to Atlanta to return his daughter to college, and negotiates with Percy Maxwell to buy the blond model.

The Atlanta Police Department detectives who are tracking Percy’s activities make progress. In a related case, they meet a deputy sheriff who has been sent to Atlanta to find the missing daughter from the most prominent family in South Georgia. Felicity Candler, one of the APD detectives is attracted to the good-looking deputy sheriff, and offers to let him stay with her while he is in town.
